Position Overview

The Division of Substance Use Prevention and Recovery (SUPR) is seeking to hire a Public Service Administrator to serve as the Block Grant Manager to coordinate the Federal Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUPTRS BG) application and reports submission for the state of Illinois. Creates and implements electronic work plans to manage projects and timelines pertaining to requirements, the annual application, and report to ensure compliance. Manages grant related aspects of the State Plan for implementation. Participates in annual statewide strategic planning efforts and implementation process by staffing the SUPR planning subcommittee that includes internal Department of Human Services (DHS) staff and providers. Manages financial compliance with the federal grant, including state needs assessment studies and other SUPTRS BG and related SUPR matters. Serves as manager of the content of portions of the SUPR website that make up a library of resource materials.

Essential Functions

• Serves as Block Grant Manager to coordinate the Federal Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUPTRS BG) application submission and reports submission for Illinois.
• Manages the implementation of the State Plan and serves as the work group’s representative for Block Grant content by collaborating across SUPR groups, DHS departments, and with external stakeholders to complete activities according to timelines defined within the State Plan and Block Grant.
• Serves as working supervisor.
• Manages financial compliance with the federal grant-funded needs assessments studies and other Block Grant matters.
• Serves as the manager of the content of portions of the SUPR website that make up a library of resource materials.
• Participates in the annual statewide strategic planning efforts and implementation process by staffing the SUPR planning subcommittee that includes internal Department of Human Services (DHS) staff and providers.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
• Requires three (3) years progressively responsible administrative experience in a public or private organization.

Specialized Skills

• Of the three (3) years of progressively responsible professional experience, requires three (3) years of grant application writing, managing projects and conducting needs assessments and knowledge of Substance Use Disorder (SUD) data and trends as well as data used for quality improvement activities.

Preferred Qualifications

• Three (3) years of professional experience in grant application writing, managing projects, and conducting needs assessments and knowledge of Substance Use Disorder (SUD) data and trends as well as using data for grant reporting and quality improvement activities.
• Three (3) years of professional experience managing projects, including creating and implementing electronic work plans, tracking progress, and completing/implementing multiple complex collaborative projects within designated time frames and per state and federal requirements.
• Three (3) years of professional experience with budget development, including analysis, tracking, and projection in spending using state and federal budget management software such as Excel, Access, and other business and proprietary software.
• One (1) year of experience with the Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUPTRS BG) and related applications or comparable multi-million-dollar grant.
• Three (3) years of professional experience exercising independent judgement and discretion in developing, implementing, and interpreting policies and regulations to ensure state and federal compliance.
• One (1) year of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

Conditions of Employment

• Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
• This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
• Requires advanced proficiency in Microsoft Office applications (Excel, Word, and PowerPoint) as well as other professional business computer skills including project management software, business communication applications (i.e., Teams, Webex, and Zoom), and proprietary file management applications.
